It would work the same way. A flat 40.00 at 10 percent of a 400 paycheck for
a working man would be a much larger percent of his disposable income than
the 40,000 that 10 percent of 400,000 would be, so it still isn't totally
fair using your measurement of fairness. It still works out to the poor
needing more of his income just to keep a roof over his head and the rich
getting more to save or waste. So flat rate or consumption tax both have
drawbacks but frankly either are better than we have now.

It is not a flat tax if you make any exemptions. I could support a true
flat tax, but the moment you start making any exemptions you screwed
it up.

If you have a flat tax without a standard deduction and dependent
deductions, the low income family man that barely make it now might as
well give up because there is no way he could make it your way.

Does anyone ever notice that these OT political whackos take things out
of context for their own usage and ignore other parts which go against heir
rantings.......
For instance, Tax Man somehow forgot to include the following from the
same article:
" To help relieve the tax burden on low-income Americans, Greenspan said
some exemptions might be in order for those in lower tax brackets."
"Probably the simplest way is to exclude certain items from the tax which
tend to be disproportionately consumed in a lower bracket," he said.
Food, clothing and medicine are some of the common items that are exempted
from state sales taxes.

Yes, Food, clothing and medicine is all the poor man should have.
Everything else should be for the rich man, who by the probably got his
riches by walking all over the poor man.
