How will it affect a neighbor of mine? He is 65. He worked at least 45 years and always paid his taxes. He is now retired on social security and a small pension. When he files his taxes now, he ends up with zero taxes. He doesn't travel and like to stay at home and do things like plant a garden and live a simple life. If he had to start paying 25% or even 10% of his income on a consumption tax, even his simple way of life would be in jeopardy. >

"Probably the simplest way is to exclude certain items from the tax which tend to be disproportionately consumed in a lower bracket," he said. Food, clothing and medicine are some of the common items that are exempted from state sales taxes.
