This is really quite simple because the program was first developed by the
Clintons when "they" took over the Presidency of the US. Their health plan
was rejected by congress but the State of Tennessee with it's democratic
govenor decided to adopt it. It is called Tenn-Care.

The state has just dropped 70,000 people from the program because it is
bankrupting the state. Most of the members dropped are children and so now
they are without insurance. It was an experiment that went bad from the
beginning but don't worry....politicians believe they can fix it by throwing
more money at the project.
