The classic definition is "unsolicited bulk communications". It doesn't have
to be commercial, which prevents spamming jerkwads like this from pretending
they're innocent because they haven't sent the sales message. (Yet.).

Yes, it is. You don't have to send all the spam yourself! Many messages are
so wildly over-duplicated and submitted by the new suckers in sales pyramid
schemes that they easily exceed the most generous guidelines for avoiding
spam. The multitudinous fraudulent "see my diabetes cure!" scams definitely
fit that bill, even if the individual message wording changes.

spam is no longer defined as strictly unsolicited email. It is any
commercial mass mailing/posting where such posts/mails are not welcome
and not requested by the participants. Hence "spamming Newsgroups" is
a proper term and use of the word spam in this context.
