It's been that way since Canter&Siegel did their Green Card spam on Usenet,
which long predated today's current email spam problem.

The term spam was originally coined or borrow from the
Monty Python skit and applied to usenet posts. It was
adopted for email later.

As a mater of fact, the term "spam" was used to describe improper
advertising posted to newsgroups well before it came to be applied to
advertisements sent inappropriately via email.
